José Artur Melo de Almeida (46 years old) is a native of Campina Grande, graduated in law from the State University of Paraíba-UEPB (1991). Married to Mariana Arruda and father of three children (Mariah, Raphael and Matheus).

In more than 20 years, he and his family have developed commercial activities at the free fair of Campina Grande. With his father's death, he took over at the age of 22 the command of the family business, alongside his mother and brothers. In 1996, he founded Rutra, now consolidated network of stores specializing in men's clothing, headquartered in Campina Grande and branches in the best commercial addresses of the states of Paraíba, Pernambuco, Rio Grande do Norte, Maranhão and Alagoas.

Artur's passage through the CDL began in 2005, when he first assumed the position of President of the entity. In 2009, the highlight with which he led the position led him to the presidency of the Federation of CDL ´ S of Paraíba, a function he played until the month of March 2015. In December 2014 he returned to preside over the CDL of Campina Grande where he should remain until the end of the year 2017.

Besides the president of CDL Campina Grande, Artur Almeida is a member of the current board of Directors of the National Confederation of Shopkeepers (CNDL), triennium 2015/2017.
