The Chamber of Shopkeepers (CDL) of Campina Grande, through its board representing more than 900 associated companies, comes to the public repudiate the determination of the Government of the state of Paraíba that starts to oblige, from May 2, entrepreneurs of retail to include the CPF of customers in the issuance of the Nota Fiscal to electronic consumer (NFC-e) in sales with values equal to or above R $500, under the risk of paying a fine of R $463 for each banknote that does not conform to the new rule.
With the application of the measure as suggested, Paraíba becomes the only state of the federation to penalize entrepreneurs who do not include the CPF of their customers in the Nota Fiscal and we, as an entity, regret the lack of dialogue of the current Government with representatives of class to make decisions, like this, that mess with the economy paraibana, in particular, the retail.
We know of the daily efforts of the business class to bear the very high tax burden entrusted to him. With so many taxes being created, with new rules subject to fine added to the existing ones is increasingly difficult to be entrepreneur in Brazil, especially in the state of Paraíba.
We acknowledge the necessity and duty of the State to combat evasion and maintain fiscal control of purchases, but we do not agree with the practice that has penalized the entrepreneurs of Paraíba and hindering even more the expansion of local retail and the generation of jobs.
We ask Governor Ricardo Vieira Coutinho and the Secretary of State for Finance, Marconi Frazão, to rethink the norm being created, to analyse the damage that the measure could cause to our trade, given that other States have adopted Alternatives such as São Paulo, Ceará, Rio Grande do Norte and Paraná, where instead of fine to entrepreneurs, the value of the banknotes can generate discounts on taxes (IPVA), raffle prizes and exchange for tickets for games and shows, attracting consumers Without having to oblige or penalize those who generate the most revenue for the government itself.
