Carlos Noujaim Habib was former president of the CDL, the Federation of FCDL-PB, and the auto parts Union of PB and director of the company Noujaim Habib S/A.  Son of the Consul of Lebanon Joseph Noujaim Habib. The front of the CDL, Noujaim held major events in favor of the shopkeeper class, conducting incentive programs and also conducting meetings to promote and empower entrepreneurs and collaborators, such as the shopkeeper of the year and the North Northeast convention of the Directors Shopkeepers. Another event of great magnitude, this time directed to the Campinense community was the arrival of Santa Claus, who gathered thousands of people in the area where today is the people's Park.

Noujaim was a working man, dedicated to the shopkeeper's cause and the commerce of Campina, being ahead of major initiatives related to the sector. In his management, he also bothered to make the CDL increasingly participative and active, modernising its services and performing a major renovation in its headquarters.
